17 July - Presidential Conduct and Impeachment
Commentary
There are five sheets covering sessions in late June and July within Madison’s Notes which Bilder believes to have been replaced. The primary evidence for which is that the paper used by Madison differs from that of the notes surrounding these pages, or on any other document created by Madison in the summer of 1787.
One of these sheets contains Madison’s speech on the separation of powers and the process of impeaching a president. Bilder suggests that it is therefore possible that this was added or edited after the fact.
