An amendment to the Constitution of the United States that granted citizenship and equal rights, both civil and legal, to Black Americans, including those who had been emancipated by the thirteenth amendment.

Born in Camden, N.J., Starr was one of the founders of the Camden Iron Works and was the president of the First National Bank of Camden for over thirty years. In 1863, Starr was elected as a Republican to the Thirty-eighth and Thirty-ninth Congresses.
