Mr. PENMAN.\n\n\tThe Journal of yesterday was read and approved.\n\n\tMr. GORMAN gave notice that he would move a re-consideration of the Resolution by which the Convention agreed to adjourn on Thursday at 1 o'clock.\n\n\tMr. BECKER submitted the following clause, and moved that the same be referred to the Committee on \"Miscellaneous Subjects,\" with instructions to report upon the propriety of the same:\n\n\t\"4th. The Legislature shall prescribe a uniform system of administering an oath or affirmation, and no other form shall be deemed binding or obligatory, on conscience,—Proved no person shall be compelled to swear in any form inconsistent with their conscience, but shall be permitted in that form most consistent with their belief.\"\n\n\tWhich motion was carried.\n\n\tMr. SHERBURNE gave notice that Mr. BAKER would not attend the Convention further,\n\n\tOn motion of Mr. GORMAN, the Convention took a recess for one hour.\n\n\tAfter the recess had expired, the Convention was called to order by the President.\n\n\tMr. FLANDRAU offered the following resolution:\n\n\t\""},{"attributes":{"italic":true},"insert":"Resolved"},{"insert":", That the question of the Boundary Line of the State be submitted to the people at the same time with the Constitution, as a separate and distinct question, to be voted upon separately; that said submission be in the following form, to wit:\n\n\tThe State of Minnesota shall be bounded as follows: Beginning in the main channel of the Missouri River, at a point where the line of 45 deg. 30 min. north latitude crosses the same; thence down the main channel of the said River to the mouth of the Big Sioux River; thence up the main channel of the Big Sioux River to the north line of the State of Iowa; thence along the north line of the State of Iowa to the main channel of the Mississippi River; thence up the main channel of the Mississippi River; and following the line of the State of Wisconsin to the line of 45 deg. 30 min. north latitude; thence west on said line to the place of beginning.\n\n\tThat on the day of the election for the ratification of the Constitution at each poll throughout the State, shall be opened a separate ballot-box, in which shall be placed the ballots of all electors who desire to vote for or against the boundary as above proposed. All ballots in favor of said boundary shall contain the words, \"for an east and west line;\" and all ballots placed in said box different from the above-mentioned ballots shall be counted as a vote against the said proposed boundary. All ballots cast on the question hereby submitted shall be canvassed and returned in the same manner as votes for and against the Constitution.\n\n\tIf the said proposed boundary receives a majority of all votes cast on such separate proposition, then the said proposition, with a certificate of the number of votes polled for and against it, shall be transmitted to the Congress of the United States, with the said Constitution, as a petition of the people of the State for a change of the boundaries thereof in accordance with the lines proposed herein.\"\n\n\tMr. WAIT moved to amend said resolution by striking out \"45 deg. 30 min,\" where it occurs in the resolution, and inserting in lieu thereof, \"45 deg. 15 min.\"\n\n\tAnd the yeas and nays being called for and ordered thereon, there were yeas 13, nays 25.\n\n\tThose who voted in the affirmative were,\n\n\tMessrs. Armstrong, Barrett, Chase, Flandrau, Gilman, McFetridge, Rolette, Stacey, Shepley, Streeter, Swan, Tenvoorde, and Wait—13.\n\n\tThose who voted in the negative were,\n\n\tMessrs. A. E. Ames, M. E. Ames, Butler, Becker, Burns, Burwell, Curtis, Davis, Day, Emmett, Faber, Kennedy, Keegan, Leonard, Lashelle, Murray, McGrory, McMahan, Norris, Nash, Prince, Sanderson, Taylor, Warner, and Mr. President—25.\n\n\tSo the amendment was rejected.\n\n\tMr. WAIT moved to amend the resolution by striking out \"45 degrees, 30 minutes,\" and insert \"45 degrees, 20 minutes,\" in lieu thereof.\n\n\tMr. GILMAN moved to amend the amendment by striking out \"45 degrees, 30 minutes,\" and insert \"45 degrees.\"\n\n\tPending the consideration of which, on motion of Mr. FLANDRAU, the resolution was referred to a Special Committee of three, with instructions to report thereon in the afternoon session.\n\n\tThe Chair appointed Messrs. FLANDRAU, BECKER and NORRIS, said Committee.\n\n\tOn motion of Mr. CURTIS, the Convention adjourned until half-past two o'clock, P. M.\n\n2 ½ O'CLOCK, P.
