Commentary

While Madison mentions only the elections themselves as the topic of the debate, the Journal makes clear that the discussion also related to the terms of service of the members: "It was moved and seconded to fill up the blank in the resolution respecting the term for which the members of the first branch of the national Legislature should be chosen." For this reason, the editors have chosen to fill both the blank regarding frequency of election and the blank regarding term of service in each case, as the first may be taken to imply the second.
