Commentary
There is a discrepancy in the sources: while the Journal places both the motion and the vote here, Madison records the motion, debate, and vote further along in his timeline. As Farrand points out, Madison begins to write out this motion in the same place as the Journal and then crosses it out: it seems likely, he suggests, that the motion was put when the Journal records that it was put, but only voted on later, where Madison puts the debate and the vote.
