Commentary

The version of this document included in the Official Journal already includes amendments proposed by the Convention. A version approximating the original had to be reconstructed by the editors using Madison's account of amendments proposed. Thus the rule "Any member may call for the yeas & nays and have them entered on the minutes" was taken from an objection by Rufus King.
