Commentary

This report offers specific instructions for amendments to the Report of the Committee of Detail, the draft constitution reported to the Convention on August 6th. There does not appear to be a vote taken on the second or third reports in toto, only agreement or disagreement to their individual clauses. For this reason, the editors have chosen to represent each clause of these reports as amendments on the Report of the Committee of Detail: the working-document model will not be used here.
