Ordering Article VII, Section 1
Commentary
The Journal's entry for the process of adopting Article VII, section 1 shows the section being amended before each of the clauses is voted on. Madison, by contrast, records several clauses being voted on before amendments are suggested to the 7th and 8th clauses. The editors have followed Madison here as he can generally be trusted better to have organized events as they happened.
