This note provides a summary of the informal discussions on procedural guidelines and agenda as well as a trilateral meeting between the British and Irish Governments and the Chairmen that took place on 26 June 1996. The record notes that the major outstanding points regarding the rules of procedure had been resolved and that while 23 paragraphs had been finalised, 14 others were yet to be resolved. Both Governments submitted a written response to the questions put forth by the Chairmen regarding the status of the ground rules, with the Irish Government underlining their legal and political significance. In the trilateral meeting between the Governments and the Chairman, the Irish Government suggested that the Chairman identify the differing views of the Governments and the parties and suggest that the negotiations proceed on the basis of the rules of procedure, without prejudice to the views of delegations to the ground rules.
