Enclosure 1: Alliance's submission on breaches of the Mitchell Principles from 10 September, with note from John Alderdice from 16 September 1996

Monday, 16 September 1996

i33992

This submission from the Alliance Party of Northern Ireland on 10 September purports that the Unionist parties have breached the Mitchell Principles. The document begins with a later note from Alliance leader John Alderdice dating 16 September 1996, which asks to strike a factually incorrect detail from the submission. The submission proper cites the Secretary of State, Patrick Mayhew, who described the Drumcree conflict as a “violent” challenge to the rule of law and alleges that senior members of the Unionist parties encouraged the Orange Order, a Protestant order which organizes yearly marches to Drumcree Church, to challenge the rule of law. The submission also raises concern with CLMC [Combined Loyalist Military Command] threats towards their opponents and criticises the DUP [Democratic Unionist Party] for not distancing themselves from “militant loyalist” Billy Wright.
