The record of a meeting between the Irish Government and the UUP on 17 September 1996 at 11:15 details discussions on decommissioning legislation. The Irish Government outlined its proposals, while the UUP [Ulster Unionist Party] pushed for the commission on decommissioning to be established before paramilitary groups entered the talks. Ken Maginnis, representing the UUP delegation, argued that decommissioning and all-party negotiations should proceed in parallel rather than being directly linked. However, the Minister for Justice, Nora Owen, insisted that no decommissioning would take place until all parties were involved in the negotiations.
