This document provides an account of a meeting between Alex Attwood and Eamonn McKee that took place on 3 October 1996. They met with the objective of talking about parades, but also ended up discussing the political talks and the possibility of a PIRA ceasefire. Attwood expressed optimism regarding SDLP's position vis a vis Sinn Féin, and opined that most nationalists were opposed to the widening community divide that republicans had perpetrated in the aftermath of Drumcree. Attwood also described his meeting with Ambassador Kennedy Smith, who had asked him questions about Gerry Adams that indicated that the US was having grave doubts about the intentions of the republican movement. He also described his meeting with Tom Hartley and Mitchell McLaughlin on 2 October 1996, in which the Sinn Féin expressed frustration with the lack of a direct link or interlocutor between the British Government and themselves. Attwood clarified the two Governments' approach on decommissioning for them, and assured them that the timetable of the talks would ensure that the unionists could not simply conclude strand one and jettison the rest. Attwood also referred to David Ervine's reference to a collapse of the talks, and speculated that republican paramilitaries were likely to carry out a bombing in Britain. With regards to parades, Attwood said that the SDLP was developing the details of a 'planning permission' approach. They agreed that the task of establishing the jurisdiction of an independent body on parades and that of the police was a difficult one. They agreed to meet again on the coming Monday.
