This note provides a summary of the informal discussions on procedural guidelines and agenda as well as a trilateral meeting between the British and Irish Governments and the Chairmen that took place on 27 June 1996. The record notes that Robert McCartney attempted to repoen discussion on "sufficient consensus" by informally introducing an amendment on the same. Another proposal to amend paragraph 26 by the DUP was adopted. In the afternoon informal discussion session, David Trimble raised objections to the role envisaged for parties in Strand 3. In the trilateral meeting, George Mitchell discussed a memorandum on the conclusion of the debate on rules of procedure which he planned to circulate among the parties. He also proposed circulating a short analysis on the categorization of procedural rules but dropped the idea after being advised against it by the two Governments.
