This report of meetings held on 23 September 1996 by David Donoghue, the Anglo-Irish Secretary notes that a trilateral meeting between the British and Irish Governments and the UUP [Ulster Unionist Party] did not dispel their doubts over the UUP’s commitment to political progress. The report also records details of a Plenary session convened by Senator George J. Mitchell about confidentiality rules, which involved much debate amongst the unionist parties, and notes that the Irish Government’s concerns about the UUP were raised at a Government bilateral meeting. Finally, the report records another trilateral meeting during which David Trimble, the leader of the UUP, listed points he needed resolved to move forward to three-stranded talks, including that the Chairman of the Commission be designated at this stage, to which the Minister for Justice, Nora Owen, objected.
