This document from 18 September 1996 by Brenda Callaghan of the NIWC [Northern Ireland Women’s Coalition] records a trilateral meeting between the Irish Government, the British Government, and the UUP [Ulster Unionist Party]. The UUP pushed for an "inchoate commission" rather than a committee, expressing concerns that a committee would slow down the process. Their questions primarily focused on the timetable for decommissioning legislation, the powers of the commission, and the necessary preparations before paramilitary groups could enter negotiation talks.
