This document provides an account of a meeting between Seán Ó hUiginn and Quentin Thomas on 2 September 1996. They discussed the progress on the rules of procedure and decommissioning. Both Ó hUiginn and Thomas agreed that the Governments would have to take the initiative to drive the process forward, and that Strand 2 was the most appropriate forum for them to do so. Ó hUiginn noted that although the Irish Government agreed with the British Government's approach to decommissioning, the Irish Government would insist on openly criticising the unionist attitude in case the stand-off on decommissioning went on for too long. They discussed a possibility of a PIRA ceasefire and possible unionist reactions to it, and Thomas informally handed over the workplan for the proposed sub-committee. Ó hUiginn proposed creating a workplan for Strand 3 which could provide reassurance to Sinn Féin, and Thomas responded cautiously but did not reject it. They also discussed the parades issue and the situation in the loyalist camp. The record encloses a workplan for the subcommittee on decommissioning, dated 7 August 1996.
