This document contains a summary of the meetings that the Irish Government was part of in the talks on 25 July 1996. The author describes the informal discussions, where the Governments tabled the joint proposal for the agenda for the remainder of the opening plenary and following which the parties gave their opinions on the same. The unionist parties proposed that a working group or subcommittee be established that would consider mechanisms on decommissioning in advance of the launch of the three-strand negotiations. The note also provides an account of bilateral meetings between the UUP and the two Governments, and the Irish Government discouraged the British Government from doing anything that would imply that decommissioning had primacy over the three strands.
