This joint draft paper by the British and Irish Governments on the handling of decommissioning, dated 18 September 1996, outlines their commitment to the compromise approach recommended in the report of the International Body. The paper proposes that negotiations should now advance to a three-stranded discussion and encloses both the British and Irish drafts of the working agenda for the Committee on Decommissioning.
