Downey argued that Spring's principles along with HMG's commitment to not upsetting the unionists was pushing people in general towards more extreme positions. A perception that both the British and Irish Governments had sold out Hume. A hardening of attitudes amongst, for example, PIRA prisoners away from Adams.
