This document contains a letter from Irish Taoiseach John Bruton to British Prime Minister John Major, dated 12 July 1996, concerning events that took place in Drumcree with regards to the RUC's [Royal Ulster Constabulary] decision to allow the Orange Order parade down Garvaghy Road. Bruton told Major about the prevailing nationalist mood, but also reaffirmed the need for the two Governments to work with each other. He wrote that they should hold an IGC [Inter Governmental Conference] soon, and also suggested that they should appoint an Independent Parades Routes Commission at the earliest opportunity. He also outlined the need for the Governments to agree on steps to inject urgency into the peace talks.
