This document summarises talks from 14 October 1996 that dealt with agenda concerns and Unionist insistence on redefining Sinn Fein’s entry requirements for talks. The UUP and SDLP met bilaterally to agree on the agenda, but could not expand this agreement to other parties, in particular the DUP. Objections from the DUP and UKUP on bilateral involvement and agenda agreement are also reported. The author describes the UUP being “abused” by the bad temper of other parties. On Sinn Fein’s entry, the UUP sought for the possibility to be closed and pointed to the previous week’s bomb attack. It was acknowledged, however, that the SDLP position would require to avoid the language of impossibility and instead implement a strict criteria.
