A letter from the office of Richard Neal, member of the House of Representatives, to John Major, British Prime Minister, signed by 53 members of Congress including Neal and dated 23 July 1996. The letter condemns the decision to allow Orange Order marches in predominantly Catholic area, which it attributes to the British Government and RUC [Royal Ulster Constabulary] and a lack of police protection in affected neighbourhoods following the marches. It suggests that David Trimble, UUP [Ulster Unionist Party] leader, should be 'held accountable' for meeting with 'known terrorists' and forcing the government and RUC to allow the march. Sections of the text have been highlighted, and the first page has handwritten annotations by John Holmes, Private Secretary to the Prime Minister.
