A discussion between Quentin Thomas and Seán Ó hUiginn of the Downing Street Declaration and of political development. O'hUiginn was optimisitc about the outcome of the Joint Declaration, arguing that it might provoke a ceasefire and that if not it would narrow support for the PIRA. Agreed on the need for the governments to be seen as standing together despite slightly differing emphases on the meaning of the Joint Declaration. Clarification emerging as a possible source of contention. Also the implication that the coalition had split the work – Reynolds on Declaration etc., Spring on Talks. Need to resume negotiation of a Frmework agreement and get into Talks.
