The document is a memo written by John Holmes, Private Secretary to the British Prime Minister, to Martin Howard, Private Secretary to Secretary of State for Northern Ireland, dated 8 July 1996. Holmes noted that Prime Minister John Major was content with the approach that Mayhew had proposed with regards to the decommissioning legislation, that is, that the British Government should publish the draft legislation with the Irish Government instead of aiming to push the legislation through Parliament before the summer. However, the Prime Minister also stated that he would like to confirm that David Trimble, leader of the UUP [Ulster Unionist Party], was content with the approach as well, and was therefore requesting that Mayhew confirm the same with Trimble before going ahead with the outlined approach.
