This document records an update for British Prime Minister John Major on Irish reactions to the RUC's [Royal Ulster Constabulary] decision to permit the Orange Order march down Garvaghy Road, written by John Holmes on 12 July 1996. The letter referred to Taoiseach John Bruton's interview on the BBC, where he had been directly critical of the British Government, and Holmes implied that he had berated Paddy Teahon [Secretary General of the Department of the Taoiseach], who had taken the point. Holmes suggested that while they should reject any Irish accusations, they should refrain from directly attacking Bruton, as that would put the talks at risk. Holmes enclosed the record of a conversation between Holmes and John Alderdice, as well as a letter that Bruton had sent after a phone conversation between Major and Bruton. Only the former of the two is present in this box. The document also contains some annotated text, which notes that Teahon had told Holmes that Sinn Féin had informed the Irish that the shots fired at the RUC the previous night had been the result of indiscipline, and not the start of a PIRA [Provisional Irish Republican Army] campaign.
