The note outlines arguments on whether the matter of Irish prisoners in English prisons is suitable for the Anglo-Irish IGCs [Intergovernmental Conferences], and Bell's agreement with David Donaghue, Irish head of the Anglo-Irish Secretariat, that it was undesirable to spend much IGC time on the matter.
