This document provides an account of a meeting between Nicholas Fenn and Dermot Nally on 28 January 1991, where Fenn asked for Nally's thoughts on the potential difficulties that could emerge in the Anglo-Irish Intergovernmental Conference the next day. In the meeting, Nally identified crucial points of difficulty for the Irish delegation including the mechanism for transition to North-South talks and the possibility that talks with the Unionist leadership could be undermined by the presence of Peter Brooke. Other topics of discussion included rumours of political movement from PIRA/Sinn Féin and plans for the next Anglo-Irish summit. Nally also gave Fenn a picture of the kind of agreement that Charles Haughey had in mind for Northern Ireland.
