The memo records a phone conversation between Martin Howard, Private Secretary to Patrick Mayhew [Secretary of State for Northern Ireland], and Niall Burgess [Department of Foreign Affairs in the Irish Government] that took place on 11 July 1996. Burgess informed Howard that a meeting between the Tanaiste [Dick Spring] and Mayhew, as previously discussed, was unlikely. Burgess also stated that the Tanaiste was baffled over Chief Constable Hugh Annesley's decision to allow the Orange Order march down Garvaghy Road. Howard defended the Chief Constable's actions, referring to his public statements on the matter, and expressed exasperation at Burgess and Spring's inability to appreciate the operational dilemma that the Chief Constable had been facing.
