Williams' concerns are shared by Chris Maccabe as seen in an enclosed letter. They stem from the view that paragraph 9 understates the risks of the current draft JD15. He worries that the text as a whole clearly supports the vision of a united Ireland, this is inspite of the consitutional guarentee and the deliberate phrasing of paragraph 4. He therefore proposes some amendments in Annex A. He is especailly worried about the reaction of the DUP and a "betrayal" narrative. This is even with Molyneaux's acquiescence.
