This draft letter was written by Private Secretary John Holmes on the behalf of Prime Minister John Major on 19 July 1996, which was to be sent to Taoiseach John Bruton. In the letter, Major censured Bruton's appearance on British Television, but expressed a desire for co-operation. Major spoke about the seriousness of the situation in Northern Ireland, and mentioned the difficulties associated with the current mood of the SDLP [Social Democratic and Liberal Party] and the suspicious nature of the UUP [Ulster Unionist Party]. He also noted Patrick Mayhew's plans for their proposed review on parades.
