The document records a phone conversation between Patrick Mayhew, the Secretary of State for Northern Ireland, and Admiral William Crowe, the US Ambassador the UK, that took place on 15 July 1996. They discussed the events at Drumcree, and Mayhew noted that the reaction from middle-class Protestants to the situation had been depressing. However, Mayhew gestured to the ongoing talks process as a positive point, claiming that the SDLP [Social and Democratic Labour Party] were likely to continue with the talks, even though they had withdrawn from the Forum. Mayhew also claimed that the British Government had been incensed by the language that the Irish Taoiseach [John Bruton] had used during his interview the previous Saturday, and further said that the Chief Constable's decisions in relation to Drumcree had been taken entirely on operational grounds. Crowe asked if there was anything the US could do to help, to which Mayhew requested for more US promotion of the political process. He also said that a call from the US President [Bill Clinton] to the British Prime Minister [John Major] would be a good idea.
