In a letter dated 14 June 1996, David Trimble, MP for the Ulster Party, addressed Senator George Mitchell regarding the procedural aspects of the ongoing negotiations in Northern Ireland. Trimble enclosed a proposed agenda for the remainder of the opening plenary session and suggested procedural rules to replace the existing guidelines. He expressed openness to revisiting and amending these proposals in light of feedback from other parties. Trimble highlighted perceived deficiencies in the Ground Rules, particularly concerning the Third Strand, and indicated that amendments and restructuring would be proposed later in the plenary. He also mentioned that any changes to the Ground Rules would necessitate corresponding adjustments to the procedural guidelines, especially regarding liaison arrangements for Strand Three. Trimble consented to the sharing of his letter with other parties involved in the negotiations.
