The Democratic Unionist Party (DUP) submitted a comprehensive set of principles and proposals (paper 3) on 13 November 1996, addressing the issue of decommissioning as an indivisible package necessary for the negotiation process. The DUP's stance is that individuals or groups associated with paramilitary activities, whether current or former, should not be allowed to participate in negotiations unless they have renounced terrorism, proclaimed a complete cessation of violence, and demonstrated a commitment to peaceful political change. The DUP emphasizes that holding illegal weaponry is incompatible with democratic principles and poses a threat to other delegations, thereby undermining a fair negotiation process. They propose that groups with illegal stockpiles must commit to a detailed decommissioning program and begin by handing over a significant portion of their weaponry to remain in the talks. The DUP insists that decommissioning should not be linked to political concessions and that any failure to comply should result in immediate exclusion from the talks and a robust security response to remove illegal arms. Additionally, they assert that the three-stranded negotiations should not commence until all decommissioning requirements are fulfilled.
