The Ulster Unionist Party (UUP), in a memo dated 24 February 1997, addressed to the Independent Chairman's Office, outlines their stance on additional confidence-building measures. The UUP suggests that structural confidence-building issues, such as policing and emergency provisions legislation, should be handled within the Strand discussions, while non-substantive, day-to-day issues could be referred to the Talks Business Committee to determine their suitability for Plenary negotiations or the Forum. The memo also emphasizes the importance of the Forum as a public platform for addressing day-to-day concerns and stresses the necessity for all participants to be genuinely committed to pursuing their political objectives through exclusively peaceful means.
