The Ulster Unionist Party (UUP), via Ken Maginnis's draft, expresses its willingness to accept the proposals regarding the Chairmanship of the Negotiations as outlined in the 6 June 1996 Paper sent by Secretary of State Mayhew. However, the UUP stipulates that the rules for Chairmanship should be adapted from those used during the Strand Two element of the 1992 Talks. The party suggests that these 1992 rules be accepted temporarily until a plenary committee can review and report on the Procedural Guidelines as mentioned in the Government Paper dated 11 June.
