In a statement dated 30 July 1996, John Taylor, Deputy Leader of the Ulster Unionist Party (UUP), addressed the issue of arms decommissioning during the Stormont talks. Taylor emphasized that no unilateral decommissioning by Loyalist paramilitaries is being demanded; instead, there should be a mutual and simultaneous decommissioning by both Loyalist and Republican paramilitaries. He criticized the Southern Irish Government and the Social Democratic and Labour Party (SDLP) for reneging on the Mitchell Report's recommendation that some decommissioning should occur during the multi-party talks. Taylor underscored that the Ulster Unionists are seeking agreed modalities for mutual and partial decommissioning in advance, particularly as efforts are being made to include Sinn Féin/ PIRA [sic] in the talks.
