This document outlines the conclusions of the British and Irish Governments regarding Sinn Féin's participation in the Northern Ireland peace talks, following the murders of Brendan Campbell and Robert Dougan, which were assessed to involve the PIRA. The governments invoked Rule 29 of the Rules of Procedure, which allows for the exclusion of any party that dishonors the principles of democracy and non-violence. Despite Sinn Féin's disavowal of the killings and their assertion that the PIRA's ceasefire remained intact, the governments concluded that the PIRA's involvement in the murders constituted a breach of the Mitchell Principles. Consequently, Sinn Féin was excluded from the talks, although the governments expressed hope that Sinn Féin could return to the negotiations, provided there was a convincing demonstration of a complete and unequivocal PIRA ceasefire.
