In a statement during the 5 March 1997 Plenary meeting, Reg Empey, Senior Negotiator for the Ulster Unionist Party, conveyed a sense of shared blame among participants for the lack of progress in the negotiations. Empey criticized the involvement of Sinn Féin in the peace process, citing their alleged lack of commitment to peaceful means and involvement in past violence, and questioned the wisdom of including them without guarantees of their adherence to peaceful principles. He emphasized the importance of decommissioning as a critical issue dividing the parties and reiterated the UUP's firm stance on this matter, as well as their rejection of the Frameworks document.
