In a statement released on 9 October 1996, Reg Empey (UUP) criticized President Clinton's National Security Advisor, Tony Lake, for maintaining contact with Sinn Féin/ PIRA, arguing that the recent Lisburn bombing highlighted the group's unchanged and undemocratic nature. He emphasized that Sinn Féin's electoral mandate should not be interpreted as a license for violence and called for meaningful U.S. actions against the perpetrators. Empey urged the Clinton administration to dismantle Sinn Féin's fundraising network in the U.S., close down the Cairde [Friends of] Sinn Féin offices, seize their assets, and deny visas to Sinn Féin personnel. He argued that the U.S. should support a political process involving only democratic participants and criticized the policy of rewarding Sinn Féin without imposing punitive measures, which he believed undermined the loyalist ceasefire and delayed the prospect of a credible ceasefire and lasting peace in Northern Ireland.
