The draft procedural motion for the plenary session reaffirms the commitment to the negotiation procedures established in the rules agreed upon on 29 July 1996. It notes the intention of the two Governments to submit any agreed outcome for public approval via referendums in both Northern Ireland and the Republic of Ireland before parliamentary ratification and implementation.
