Letter from Dick Spring to George Mitchell on procedural guidelines and opening plenary meeting agenda

On 14 June 1996, Dick Spring TD, the Tánaiste and Minister for Foreign Affairs, wrote to Senator George Mitchell, the Independent Chairman of the negotiations at Castle Buildings, Belfast. In his letter, Spring enclosed copies of the 'Procedural Guidelines for the Conduct of multi-party talks' and the 'Scenario for the Opening Plenary Session,' which reflected the agreed-upon positions of the Irish and British Governments as of June 6. He formally expressed the Irish Government's gratitude and admiration for Mitchell, Mr Harri Holkeri, and General John de Chastelain for their dedication and dignity in providing independent chairmanship during the negotiations. Spring assured Mitchell of the Irish Government's full support in the impartial execution of his responsibilities. [The enclosed documents are missing]
