In a letter dated 16 July 1997, David Trimble MP submitted several proposals from the Ulster Unionist Party (UUP) to the Independent Chairmen's Office at Castle Buildings, Stormont, for a plenary vote on 23 July 1997. The proposals emphasize the necessity for a new PIRA cease-fire to be universal, complete, and permanent. They call for the establishment of the International Disarmament and Verification Commission by the British and Irish Governments to facilitate disarmament starting from 15 September 1997. The UUP insists that no subcommittee or aspect of the Talks Process should delay disarmament, which should commence with substantive discussions and be completed within an eight-month timeframe, independent of the discussions in the three strands.
