The Ulster Democratic Party (UDP) submitted a document to the Chairman on 26 June 1996, addressing the status of the 'ground rules for substantive multi-party talks' published by the British and Irish governments on 16 April 1996. The UDP acknowledges that while the ground rules document represents the policy of the two governments, it has not been agreed upon by all participants in the multi-party talks. The UDP emphasizes that the document outlines the nature and character of the negotiations and holds a certain legal status as referenced in the Northern Ireland (Entry to Negotiations, etc.) Act 1996. They assert that the responsibility for defining the rules of procedure and the agenda lies with the participants involved in the negotiations, and while they do not object to the document's contents, they reserve the right to object to the incorporation of specific aspects into the rules and procedures.
