David Trimble MP, in a letter dated 10 June 1996, addressed to Sir Patrick Mayhew MP QC of the Northern Ireland Office, expresses dissatisfaction with the handling of the agenda for the opening plenary session. Trimble accuses Mayhew of misleading attempts to arrange meetings and failing to provide adequate information about the proposed agenda during their meeting in London. He emphasizes that the agenda presented was unacceptable and in conflict with the Intergovernmental Communique of February 28. Trimble also criticizes the lack of consultation on procedural materials included in a statement from 6 June predicting that the proposals would require extensive changes before acceptance.
