This statement was made by Mo Mowlam to a plenary meeting on Tuesday 3 June 1997 on the reconvention of the talks, in her capacity as the incoming secretary of state for Northern Ireland. She emphasised the government's determination to reach an agreed outcome on decommissioning in a matter of weeks. She went on to make clear that the governement wanted to see Sinn Féin included in talks, but that this would only be possible following a PIRA ceasefire and a clear commitment to democratic principles. Exploratory talks would take place between Sinn Féin and officials to facilitate this. She stressed the importance of the Mitchell principles and the need for a spirit of co-operation.
