A statement to the Plenary by Paul Murphy on 21 July 1997. In the statement, Murphy regretted the absence of the three unionist parties from the meeting. He emphasised that the British government had carefully considered their alternative proposals and the amendments they had tabled to the 'possible conclusions' of the two governments, but concluded that they were not compatible with the report of the International Body, to which the government was committed.
