Ken Maginnis wrote to Sir Patrick Mayhew, Secretary of State for Northern Ireland, on January 9, 1997, expressing concerns about the ongoing situation with Loyalist and Republican terrorism. Maginnis emphasized his belief that PIRA/Sinn Féin [sic] would be unable to participate in the Talks Process in the foreseeable future. He highlighted the importance of maintaining the Loyalist ceasefire and warned against the potential accusations of double standards if the Ulster Democratic Party (UDP) and Progressive Unionist Party (PUP) were debarred due to recent attacks. Maginnis urged Mayhew to take the initiative by presenting a security intelligence report on paramilitary activities to preempt any disruptive actions by other political figures, such as Paisley and McCartney.
