Malachi Curran, a delegate from the Labour Party, proposed on 17 September 1997 that the motion of indictment against Sinn Féin, as suggested by the ''Official Unionist Party'' [sic] [UUP], be addressed later in the day at 6pm. He notes that all parties are currently present in the building, and emphasizes that until this motion is resolved, there will be inevitable delays in adopting the procedural motion proposed by the governments. Curran expresses concern that further delays could potentially encourage more atrocities, as such delays may be perceived as having their desired effect.
