The Ulster Unionist Party (UUP) submitted a document to the Plenary on 2 December 1996, addressing the protocol for bringing a Notice of Motion before the Plenary for debate and voting within the talks. The UUP emphasized that the primary focus of the talks should be on negotiations between the involved parties rather than serving as a debating platform. They referenced Rule 37 of the Northern Ireland Negotiations Rules of Procedure, which allows participants to request the Northern Ireland Forum for Political Dialogue to consider specific subjects. The UUP proposed that only matters of significant urgency or importance that could impact the overall negotiations should be debated in Plenary. They suggested that no issue on the Agreed Agenda should be subject to a Notice of Motion or vote until fully considered by the Plenary, unless the Chairman deems it necessary for a formal test of opinion. Additionally, issues likely to be included in future Agreed Agenda items should not be subject to a Notice of Motion or vote.
