Ken Maginnis of the Ulster Unionist Party, in a document dated 10 May 1996, reviews the strategy and challenges related to the disbandment and decommissioning of weapons by the PIRA. He emphasizes that the PIRA's strategy has historically been to resume violence when deemed appropriate and criticizes the delay and public debate surrounding the Mitchell Commission Report, which allowed the PIRA to prepare countermeasures. Maginnis argues for a more expeditious and cohesive disarmament and verification process, coupled with a strong public information policy to counter PIRA propaganda. He also discusses the potential actions of Sinn Féin/ PIRA [sic] leading up to the inter-party talks, the importance of adhering to the Mitchell principles, and the need for careful government planning and preparation in the disarmament process.
